July extended the pullback that started in June. The national average fell to $4.96, and the month closed $0.645 below where June ended. July still logged two weeks priced above $5.00. That brings the 2026 total to 16. That is relief at the pump. It is not a reset. Prices remain 31.14% above July 2025, and two months down does not cancel three months of elevated rates. The risk also flips: surcharges built on last month’s prices now recover more than the pump costs, and shippers watch the same index you do. Heading into August, the question is whether your surcharge structure moves down as cleanly as it failed to move up.
